Do not export empty text definitions

If the text in the developer language is empty, the text definition is ignored when exporting.

VisiWin sometimes creates blanket text definitions for various objects, e.g. variables. If these texts are not filled in, e.g. because they are not to be used, these text definitions fill the export file with empty texts. The translator cannot find any text to translate and must ignore these text definitions.
